Utah is always looking to be able to give a kid a second chance but they have a low tolerance if they mess up again. They usually set pretty clear guidelines on what they have to do to stay in the program.
There have been quite a few success stories on kids like that. Most of the times they are in general good kids who have made a bad choice at one point in there life.
I did watch some game clips of Josh Gordon and he looks to be a serious talent. But he will definately have to keep his nose clean and I am sure that has been made clear to him in order to stay on Utah's roster.
