Utah should get as many good quarterbacks as they can but getting two kids in a recruiting class doesn't seem to be the norm:
For what it is worth, Costelli is now the 3rd highest rated quarterback in California. I get the Dart love - I have watched him play and he is a great high school quarterback. I hope he does good things. I would love to see him at Utah and I would love Utah to sign multiple high star quarterbacks but it is not really feasible and it does seem to be the exception rather than the rule.
Here is USC's breakdown. USC is arguably the best place in the conference to recruit quarterbacks:
2016: Fink 3*
2017: Sears 4*
2018: Daniels 5*
2019: Slovis 3*
2020: No quarterbacks
2021: Garcia 4*, Moss 4*
Here is Oregon's breakdown:
2016: Hebert 3*, Wallace 3*
2017: Burmeister 4*
2018: Shough 4*
2019: Millen 3*
2020: Butterfield 4*, Ashford 3*
2021: Thomson 5*
