Question: What is a "Defenseless Player?"

So as hard as I try to turn the page on this whole thing about two targeting calls and two ejections on Utah and none on Washington, I can't seem to get over it, and I am NOT complain-about-the-refs guy. I usually figure there will be some bad calls on each side and it almost always more or less evens out during the course of the game. It's the apparent inequity in this particular game regarding the personal fouls and ejections that gets to me. Let's take the play (or one of them anyway) where Covey was about cut in half going up for a high pass. There was no helmet-to-helmet contact but I don't see how Covey could have been any more defenseless. Does that rule only apply in the NFL? What am I missing? Please help me so I can move on and live the rest of my life. ;)
