How much are ratings influenced by total talent in region?

I posed the question on twitter...

Would you rather have a 4-star player from Utah or a 3-star player from FL. I realize there are a lot of variables, but the specific example I will use is Dayan Lake.

His fastest 100m time reported in UHSAA track database through last year was 11.25 seconds. Kenric Young, a 3-star guy out of Florida ran a 10.64 in the 100m.

I'm not saying Dayan isn't a good player. He certainly is. But I'm going to ask this.... if Kenric Young played in Utah for Northridge high and Dayan Lake played for Gainesville High in Florida, is Dayan a four-star recruit? I'm not so sure. Alternatively, I'm willing ot bet Kenric is a 4-star recruit in Utah.

Is there some truth to this? Just curious on people's thoughts.

By and large, I actually think the ratings for recruits are useful and are generally fairly accurate. But I wonder how rating systems take into account rating a player in comparison to the talent he plays against, when I think that talent can vary WIDELY depending on different schools, leagues, and regions of the country.
