Question about RM"s

With Missionaries coming back and reopening their recruitment, is Utah gonna change the way they recruit sign and sends? It seems that OSU, Stanford, and BYU can get kids to visit and flip when they get home, whereas Utah is just hanging on to ~half? of them, with no mention of getting other RM's to visit. Should we stop recruiting RM's until they get home from missions?
